    1. I don't think it is an indirect anagram, it is a straight reversal of DELIVER to get REVILED ("when upset" is the reversal ind)

    2. as per crossword unclued (and it does make sense in a sort) - upset is a reversal indicator only for down clues.. this is across.. wouldnt upset become an anagram indicator then?
