I think police is anagrind [means to check, regulate, control]
Rao sir...some times it is difficult to crack the nuts as we seen the clues.......I too was trying with police

One has heard about TALLBOY, but LOWBOY is well illustrated bu=y the picture which I have seen but never knew as LOWBOY! why not MID(get) BOY ? What next MIDBOY ?
