eg.- blowing of electric fuse is to prevent damage to equipment connected.

Electric fuse doesnt really prevent damage. It protects to its best of ability.
DeleteIf the electric surge is enough, the equipment is damaged before fuse is off.
Protection has an inbuilt (meaning) inevitability of failure to prevent.

DeleteSafeguards are for prevention. One puts up a fence around a farm or a moat around a fort - to prevent unauthorised entry.
DeletePreventive measures/ preventive maintenances are taken to reduce the probability of accidents occuring, but they don't totally eliminate the accidents. Similarly all safeguards don't totally eliminate accidents.
