      Clue reads anagram of (baron+m) which is not exact. Technically OK, but art of cluing needs to avoid (some other connector instead of with).
      11a safeguard:prevention??
      Safeguard is protect or preserve from an event, not stop the event!
      I couldnt find any oed reference

      Also, burning equivalent can be ignited or alight not expected it to be lighted.

      Safeguard is to prevent a mishap. We need not go by Dic.meaning.

    2. eg.- blowing of electric fuse is to prevent damage to equipment connected.

    3. Prevent is to avert while protect is to defend as per dictionary meaning. A subtle difference. But, safeguard refers only to protection.

    4. Electric fuse doesnt really prevent damage. It protects to its best of ability.
      If the electric surge is enough, the equipment is damaged before fuse is off.

      Protection has an inbuilt (meaning) inevitability of failure to prevent.

  6. When we do risk analysis/ Hazard and operability study of plants, we write preventive measures are available ( in place) as safe guards of the plants. So, I didn't find any problem with prevention being used for safeguard

    3. Safeguards are for prevention. One puts up a fence around a farm or a moat around a fort - to prevent unauthorised entry.

  7. Preventive measures/ preventive maintenances are taken to reduce the probability of accidents occuring, but they don't totally eliminate the accidents. Similarly all safeguards don't totally eliminate accidents.
