DeleteI figured that a double pangram makes less sense because, I would not be able to create one every single time. If the solver has a reasonable expectation of a CW being a pangram, then he/she may be able to use that information to get the last few words.

DeleteYou have a point there. It becomes an additional clue, sometimes more direct (in terms of letters Q,J etc.) But still making it should be an effort from the setter's angle.
