    reversal - gives TOOM
    notice - EAR - ear or ear panel is either of those two small ads or notices at either side of a newspaper masthead such as The Hindu in the past: nowadays papers with phenomenal technical and marketing advancements have drastically changed layouts... where was I?

    However I feel that 23D would have been better surface reading wise if it was clued as ' Goes off course as power is usurped by unknown in hands'

  4. I think you mean the wordplay in 23D would be better with that change, Colonel. 'in' is needed to indicate where the substitution has to happen. The surface however is nicer in the original clue.

    I couldn't try this crossword today but on reading through your blog I'm impressed. My compliments to Neyartha.
