  1. I will answer two queries.

    One: an annual is a plant and also a yearbook. The clue-writer would have us think that annuals are books sold in seedy places (where seeds for the plants are available).

    In UK there is a county or a number of counties called SE, I think. Perhaps Dover is in it. Pl google.

  2. Agreed annual is a plant, but seedy places has a totally different connotation and in no way can one construe that it means places where seeds are sold

  3. Answers.com gives a meaning of seedy to mean 'having many seeds'or 'resembling seeds or a seed'. Annual plants like peas,grains etc have lots of seeds.

  5. Even if "seedy places" doesn't literally mean "places where seeds are available", I am OK with this kind of usage in cryptic wordplay. The "?" signals that something unusual is going on.

    I notice Colonel, that we tend to disagree in such cases :) Remember the ALTIMETER clue?
