'billet' is a French term meaning 'letter'or 'note'. As in billet-doux, which means love letter. The first time that I came across this term was in Pope's 'Rape of the Lock', where this is one of the effects lying carelessly among pomades, lip glosses, combs, brushes, etc, on Belinda's dressing table! Depilatories were perhaps non-existent in those days.
