7 d: BELLE is a noun for a girl. How can it be an adjective like 'attractive'?

Tom = cat
Jolly is a kind of boat
CATBOAT is a sailing boat with only one mast, which is indicated by the second segment of the clue.

One rightly ridiculed = fair game e.g. For cartoonists and stand-up comedians, politicians are fair game.
hoop-la, for instance = a game found in a fair (mela)
Two guesses for 8d. Neither fits the clue perfectly but with MM one can never be sure!

It could be ANEMONES as well which is equally unjustifiable!!
