  1. 20A The only word that fits is STEPS. How the horse sets in is a mystery.

    13D {TREMEN{DO}{U}S. delirium tremens.

  2. 24A The point is that he is not required except to complete the sentence {LI{CH}E}{E}

    The point also is that Manna is wearying of setting too many crosswords. Otherwise how do brilliant clues like 12A fit in with the nonsense.

    I think 20A is SKEWS.

    To start aside, to shy, as a horse.

  4. Since we are side-STEPping the issue and horsing around, here is the answer for the Sunday teaser:

    The encryption is based on a=z, b=y,…… y=b,z=a as many pointed out. But that was the easy part of the puzzle.
    slob=holy
    slim=horn
    sly=hob
    all=zoo
    irk=rip
    old=low
    told=glow
    tilt=grog

    The tougher part was the clue which itself was a puzzle.The Latin reference, as you no doubt would have translated into 'title of the puzzle above', which refers to :Have a BASH AT it ! Now, here I had put BASH AT in caps. Anagram of this is ATBASH, which is the ancient Hebrew code based on the key of reversing the alphabet.Ergo...
