Delete"off" was the anind, "with" was meant to indicate p is extra over the polygraph.
I think I've seen rat for sailor a few times in Hindu crosswords, am I mistaken?
One more thing to be noted, there's a Y2K problem! All numbers had 19 as prefix, but one(4D).
