An enjoyable Ardenesque puzzle. Liked AT A STANDSTILL, PENAL CODE, CULTIVATE, NAIVE, CHIANTI, EVIL EYE, POPCORN (my COD) BEFIT, MERCURIAL, ATROPHIED, COMPREHENDING, SACRILEGE, TALON, RIDGE, TOP UP and others.
A few classics like EVIL EYE and VENETIAN BLIND.

SEE is standard substitution for the letter C, on the lines of EM for the letter M that Neyartha had used the other day.
I have also seen it used in Guardian puzzles
