  4. I always look forward to the infrequent puzzles by Neyartha and the long winding clues.

14A: ALLEGRO. LEGISLATOR minus SIT anagram. Playing pace is the direct clue.
    22D: ADOPT. Direct.
28A: TESSELLATE. The direct clue is "create a mosaic", but I am unable to find the annotation.
18D: ODDBALL. evenly LOADED = ODD + audible cry is BALL (sounds like BAWL). Direct clue is eccentric.
26A: MUSCATEL. MU (greek letter) + CASTLE anagram. Direct clue is Grape variety.

    1. 28A, I got the clue partially too. Waiting for somebody else to help.
Note = te, a lower amount = less, returned, it becomes ssel, I took recently to be late but am not sure.
      Te+ssel+late = tesselate, a mosaic.

    2. Recently: (of) late is correct.

    5. Dear Deepak. I thought that ADOPT is a direct clue without any cryptic bits. I have indicated "Direct" in my answer.

For 28A, "returned a lower amount" is SSEL (LESS in the reverse order), "recently" is "LATE". Is "TE" a note? If so this is the annotation.
