      Explorer after setback brooded with staff (6)
      Solution: TASMAN; definition: Explorer. Wordplay: staff = MAN, brooded = SAT, after setback = reversal indicator. Therefore {TAS<=}{MAN} is the annotation.

      Still no ideas for WHIMSY.
