  4. 1D There is something called capacity hat systems for antennas. I don't know what that is, but if you google for capacity hat there are a number of articles.
    So talk about capacity would be

    While solving many clues offhand elsewhere,
    I missed this though I knew how the clue worked. That's because I was under the impression 'pannier' was a basket. If the def. had been 'basket' instead of 'bag' I should have got it w/o the grid.
