COWS is from 'neat', an archaic word meaning cow or cows; in fact, cattle in general
LIP is from 'border', 'lip' in the sense of 'edge' as in the lips of the mouth

ReplyDeleteI think Y is removed from 'heavy' ('in low spirits', as in "He received the tragic news with a heavy heart".
16D is a different kind of clue, I think. The word whale goes to give the definition as well as used in forming the word. And icebreaker also indicates that the whale is found in the Arctic besides providing the 'r' in the answer.
