That lilting song My heart is beating, keeps on repeating from the movie Julie had been penned by Harindranath Chattopadhyaya and the music was scored by Rajesh Roshan. Great performances in the movie from 'Chattakkari' or 'Julie' Lakshmi, Om Prakash, Nadira, Rita Bhaduri and others.

16A: Never heard the phrase "consume a planet". I understand why it is there for the surface, but in cryptic reading is it an accurate/tight enough definition?
19A: While I see the appeal of the clue, is it complete? Shaven is an adjective so how can the whole sentence be taken as definition?
3D: Either the definition or the anagram indicator is missing.
13D: Deriving Borat from Kazakh journalist was a stretch (for me)
22D: A Shiekh/Shiek is an Arab chief/ Muslim leader. So is Rabat's rich man and accurate description?
27A : PSI by itself doesn't mean paranormal phenomena
