  22. Here’s the explanation: In a letter bank clue, a word or phrase is built up out of a “bank” of letters, sort of like an anagram without showing any repeated letters. Example:
    Heartfelt correspondence developed out of revolt (4,6)
    LOVE LETTER is “developed” out of the bank of letters REVOLT.
