Today's puzzle looked tough initially. But enjoyed completing the soon after.
10A - Could be a typo. 'Mortar-machine carrying road-surface material' sounds more sensible.
13A - liked the play with the word 'fast'.
Liked 18A, 20A and 23A as well.
8D - 'free' LANCERS and pun with 'dailies', 9D - play with 'arms' and 'kill' - nice ones.
But the best was 16D - Eye-liners CROW'S FEET.

Yet, Deepak, I fully agree with you on the point of absence of anagram indicators.

ReplyDelete@ Col: in 8d, Back again may signify er (re in reverse), but then we end up with a extra r from lancers to cleans, which is unexplainable (unless intention was to have free-lances and not free-lancers). The beautiful illustration of crow's feet put up by you seems to have too many digits to belong to one foot, hence more than one foot (may be even more than one crow) is involved. 3d definition is rules=dominates
