    The only word that can come because of cutting letters is CONCLUDE. Don't know how the word can be formed from the clue.

    Almost certain that RHIN comes from RHINE (river)... RHIN is the French spelling. IT IS following RHIN... still not getting it. "This one" = "IT"???
    Or some combination of IT'S... or something minus some gas... O, N, S ...
