    I thought the anno was:
    Decimal = IN TEN
    Point = SE

    Possibly a DD or MD.

    Tar has these definitions in wordnik :

    + To incite; provoke; hound.
    + A sailor: so called from his tarred clothes, hands, etc. Also Jack Tar.

    Not sure where does the fight fit in.
