  1. 9a is unfair imho.
    Partly doesnt indicate only half. It also been used to indicate less than or more than half.
    So the P&C are undefined set.

  2. 25a just checking, is it ok for just "publication to indicate TIME" in an indian crossy. Imho it should specify which type of publication even assuming it to be known to english solvers.
    International, i have seen it used to indicate the publication in which the crossy is published!
