  1. Nice one Phantom. Very good surface stories as always. Some thoughts:

8 Work offer engineer got, didn’t involve travel (6) EFFORT (OFFER* T)
I think the wordplay is OFFER* + (go-)T with travel=go.

Engineer as a verbal anagrind should really be before the fodder?

9 Aussie hooligan’s endless desire to lift a posh car (8) LARRIKIN
How does "to lift" indicate containment?

20 He, she or I for example favour love between sisters (8) PRONOUNS
Since the answer is in the plural, shouldn't the def be "He, she *and* I"?

25 Reluctance about wearing fashionable suit to get raise (8) INCREASE
Not sure what is Reluctance's role in the wordplay if about=RE, fashionable=IN, suit=CASE

4 Tyro left Florida, got into crime, caught right away in disgrace (3,4) ILL FAME
Anno is fine, Fa is abbreviation for Florida according to Chambers

On second thoughts, probably Phantom meant Reluctance=hesitation=ER and about is the reversal indicator?

    2. Isn't Florida FL??

I think "to lift" works if taken as "to steal." LIKIN to steal RR

    3. FL too.

    4. 9, 20 and 25 have been answered in the comments above.

Had thought of using 'nothing at all' (FA: Fanny Adams) for Florida, but felt it would have not been fair for the solver, as it's not a word used very often, and that the clue would have been too long.

    5. FL is State abbr.
FLA is used in zip codes/mail addresses.
FA, given in XWD crossword abbr. dict., appears to be a convention in crosswords.

  2. One of the efforts of IAS aspirants in a coaching class when asked to
write a short essay on current affairs with the given words:

There was nothing OFFICIAL with what the retired CJI remarked.
After all it is a foregone CONCLUSION.
But then one should STRIVE to understand the misdeeds if any.
No fair person would wish to bring ILLFAME to anyone in particular.
Still, if a matter is covered and hushed up, what does it matter whether it is with
    ORGANDIE or a thick blanket?
No smoke without fire. If something is fishy there ought to be a FISH.
It is not to be taken as a TIRADE and get people FRIGHTENED.
Let us hope the new government LAUNCHES schemes to mitigate the HARDSHIP
Of the common man and ASSISTS in our country RETAIN its past glory.
Let us give some time, till then we should ACCEPT things as it were.
May the new government not TRIP in its Herculean efforts.

He, she could be read as 'he and she' making it a plural def.

I think Bhavan's right. The surface looked smooth and so overlooked this point.

  4. Delighted to complete bottom half quite easily! North-East corner, had to struggle a bit. North-West corner was the toughest. Yet I felt happy solving this puzzle. Thanks, Phantom.

  9. here is a link to today's cartoon in DC which bears a striking resemblance to one by CG a few days ago. Theme is also the same. So our cartoonists are on par with the best, if not better.

  10. Thanks. Among the THC cartoonists, I am in the "ALSO RAN" category. A few months back, in a family wedding, I saw Gridman take out his mini I-PAD and draw cartoons in a jiffy, just like that! I was amazed. So I thought, why not me too! It is a good learning process.

And LARRIKIN is? ;-) One of the few that I missed and not particularly kicking myself for it. Enjoyed most of the surfaces.

20 He, she or I for example favour love between sisters (8) PRONOUNS

Apart from the 'and' mentioned by Bhavan, shouldn't it also have '...in favour of..' instead 'favour' alone?

He, she and I are, for example, in favour of love between sisters (8)

    1. Your posts always come quite late :-).
Re: LARRIKIN. Agreed it's not heard of much, but then you expect the clues to be fair to solvers leading them to the answer, however obscure they might be. You could have a very easy answer but have the clue filled with obscure words making it difficult. And I'm sure every THC carries an obscure answer or two.

You're right about 'in favour of' in 20 A clue . Hope you liked 21 d clue, being a cricket buff.
